Does YouTube’s Clip button download an MP4?

No. It creates a shareable excerpt on YouTube. A local media file is a different result.

Can I use downloaded clips offline?

Yes, after the download and processing finish. Keep the files on your computer and back them up separately. Downloading new clips requires an internet connection.
